Wayne Bell, CEO, Digital Telehealth Inc.
Business, Policies and Procedures Specialist

Wayne is a recognized authority on the legal aspects of telehealth. He has served on the Board of Directors of the Canadian Society of Telehealth and the International Society for Telemedicine. Wayne hasheld various Board and Committee positions with the CST including two years as Secretary of the Executive Committee and three years as Chairman of the Policy and Standards Committee.

In 1997, Wayne founded Digital's Artificial Reality Testing Integration and Communications (ARTIC) Lab, which became the first commercial telehealth research facility in the nation and opened by the Right Honourable Jean Chretien, Prime Minister of Canada. A delegate to the G-7/G-8 Special Project in Telemedicine, Wayne has served on several national telehealth committees including the Canada Health Infrastructure Partnerships Program (CHIPP) Standards and Interoperability Advisory Committee, the National Initiative for Telehealth Guidelines Advisory Committee and the Health Canada Working Group on the Legal and Ethical Aspects of Telehealth.

Wayne has acted as: Legal Advisor to the International Society of Telemedicine, a Canadian representative to the Scientific Committee for the 7th International Conference on Telemedicine, a member of the European Union's Senior Watch Technology Observatory and is currently Telemedicine Advisor to the Health & Population Advisory Service of the World Bank.

In the area of telehealth research, Wayne maintains numerous agreements with several Canadian and international medical schools, as well as a Memorandum of Understanding with the United States Air Force and a technology transfer agreement with NASA.

Wayne is the Chief Executive Officer of The Digital Group of Telehealth Companies and a Director and Telehealth Consultant for Digital Telehealth Inc.

Bobby Brar

Bobby has a Masters in Business Administration from Dalhousie University with concentrations in International Business Strategy and Human Resource Management. He has worked for over 7 years in the Financial Services industry and for the past three, has been working as a business consultant in the Life Sciences sector. He has assisted public and private sector organizations with strategic planning, policy development, market penetration strategies, commercialization strategies, competitive intelligence and technology transfer.

Bobby has developed a strong professional background through his diverse experiences as a consultant and employee for Royal Bank of Canada. He routinely lectures at Dalhousie University in the undergraduate Commerce Program (International Business) and was also a member of the Innovations Systems Research Network: Role of Local and Regional Clusters in Canada Study.

Dr. Rod Elford, Medical Director, Digital Telehealth Inc.
Clinical Consultant - Medical, Evaluation

Dr. Rod Elford was the first Canadian physician to complete formal training in telehealth, specifically a two-year international clinical research Fellowship in telemedicine and a Master’s Degree in child telepsychiatry.

Dr. Elford has worked as a telemedicine consultant for many organizations, including Health Canada, the Canadian Space Agency, Governments of Nunavut and NWT, Alberta Research Council and numerous health regions. As such, he has designed, implemented and evaluated a number of different telemedicine activities and technologies. His most ambitious project to date is acting as the Subject Matter Expert for the IIU Telehealth Network in Nunavut, Canada’s largest Territory. This satellite, IP-based telehealth network links Canada’s remotest communities to each other and to five referral centres in southern Canada for remote consultations, distance health education, family visitation and for virtual meetings. This project also required developing precedent setting policies and procedures for the country.

Dr. Elford is a founding member of the Canadian Society of Telehealth, the International Society for Telemedicine and is past member of the College of Family Physicians of Canada national committee on Computers and Health Information Programmes. He is a Clinical Assistant Professor in the Department of Community Health at the University of Calgary, associated with the university’s Telehealth Unit, considered the premier telehealth research department in the country. His past appointments include, Assistant Professor in Family Medicine and Assistant Director – Research and Development at the Telemedicine Centre at Memorial University of Newfoundland. He has authored a number of telehealth articles in peer-reviewed medical journals and has given over 70 telehealth presentations at local, national and international meetings and conferences.

Dr. Elford is an experienced businessman. He is the co-founder and Director of Digital Telehealth Incorporated, one of Canada’s leading telemedicine consulting companies, and is co-founder and a Director in three other companies. Dr. Elford continues to practice as an urgent care physician at the innovative 8th & 8th Health Centre in Calgary and has admitting privileges at all Calgary hospitals and long-term care facilities.

Dr. Elford has lived in a number of countries and has experience with many issues in developing countries.

Vlad Hollman
Business and Change Management Specialist

Vlad has over thirty-seven years experience in Information Management /Information Technology (IM/IT), the last thirty-two in the consulting industry. His current consulting focus is primarily in assisting management in business transformation activities and in adapting to the resulting changes.

Specifically, Vlad provides assistance in: project planning and management, business process reengineering, governance, performance management, organization analysis and design, requirements definition and option analysis, development of business cases, and acquisition of IT/IT-related goods and services. He also provides any other management advice and assistance which might be required. His background in Information Technology and Information Management is particularly relevant to the specification, acquisition, introduction, and operation of organizationally appropriate Information Technology-based applications, products and services.

Pat Huntly
Training Specialist

Pat is a Registered Nurse with experience in acute and community-based nursing. She has specialized in neurosciences, implementation of electronic health records, training and support for a hospital’s patient reporting system and doing technical assessments and business analyses.

As a Policy Advisor, Pat has represented Health Canada in various undertakings including Industry Canada's Broadband Initiative and Infrastructure Canada's Connectivity Initiative, in addition to being the Project Advisor to several telehealth CHIPP projects. Most recently, in her work as an e-Health Coordinator, she has promoted the use of telehealth for education and administrative meetings, developed a core competency program for telehealth coordinators and taught personnel both on-site and remotely through the use of telehealth equipment.

Eugene Igras
Technical and Networking Specialist

Eugene has been involved in the development of many national and international programs as well as regional initiatives, and assumed a leadership role in business analysis and planning, system development and integration, and program management.

Eugene works with leading health organizations and care providers, technology vendors, research organizations, and governments in the areas of systems integration and standardization, and the development of large-scale health information networks and collaborative solutions. As a member of the ISO Health Informatics Group, HL7, and DICOM, he is involved in the development of standards in the area of interoperability of systems and networks, medical imaging, and electronic health record.

His interests include enterprise-wide systems architectures, distributed processing, adaptive systems, and interoperability of systems and networks.

Eugene received his M.Sc. in Medical Sciences in 1999 and M.Sc. in Mathematics in 1974. He also completed a postgraduate study in Systems Engineering in 1981 and Computer Science in 1976.

Dr. James D. Johnston
Medical Consultant, Diagnostic Imaging

Dr. James D. Johnston is a recognized cardiovascular specialist with expertise in diagnostic imaging and electronic medical records. Over the past two decades, Dr. Johnston has treated thousands of patients with high blood pressure, diabetes, and elevated cholesterol; with a particular interest in the treatment of stroke and heart attack. Dr. Johnston, a prior Director of Cardiovascular Imaging, established an x-ray suite for the heart and blood vessels utilizing digital image acquisition with zero compression loss of picture quality between the hospital image processor and satellite reading stations.

In private practice, Dr. Johnston established a paperless electronic medical record system, in addition to Nationally Accredited Vascular Ultrasound and Nuclear Medicine Laboratories. His distinguished career includes Fellowship in the American College of Cardiology, American College of Chest Physicians, and the Society of Cardiac Angiography and Interventions. He is an Active Member in the Society of Cardiac Magnetic Resonance and the International Society of Endovascular Specialists in addition to being a Certified Instructor and Director of Advanced Cardiac Life Support. A previous Member of the Cardiology Roundtable Presidential Advisory Committee, Dr. Johnston has served on the Board of Directors for local and state chapters of the American Heart Association.

Having lived in Canada, the United States, England, and the Caribbean, Dr. Johnston continues to travel extensively, and is involved with numerous charitable foundations with active volunteer services. He has served on the Ethics Committee of several hospitals plus the Advisory Boards of community hospices.

Dr. Alan Law
Educational and Computer Systems Specialist

Alan received his B.A.(hons.) and M.A., in Mathematics from UBC, and a Ph.D. in Applied Mathematics from Georgia Tech in 1968. He was a faculty member at the U. of Regina, Memorial U. then the U. of Waterloo, for 39 years, and also served as Department Head in Computer Science at the U. of Regina, and as Dean of Science at Memorial. Currently, Alan is an adjunct professor in Computer Science at the U. of Waterloo, and in Clinical Neurosciences at the U. of Calgary. He continues to interact with research colleagues and students at both the Universidad Politecnic de Valencia in Spain (progressive transmission of images) and the U. of Calgary (the S-transform and MR imaging).

Roxanne Lloyd
Health Administration Specialist

Roxanne has an MSc. in Health Services Planning and Administration from the University of British Columbia. She has worked for over 8 years in the Ontario workers' compensation system developing programs for addressing prevention, health care and compensation issues. Roxanne has expertise in policy and program development, program evaluation, database management and analysis and project management. Roxanne has also been involved in developing a health centre for high school students and, on behalf of the British Columbia Ministry of Health, evaluating strategies for improving physician retention in remote areas.

David Sable, MA, is a training and education specialist with over twenty years of consulting and non-profit management experience. His professional experience began in research and training development for the corporate sector and expanded to human resource planning and organizational development. He has worked closely with management consultants over the past 15 years to serve government, higher education, the private sector and community economic development initiatives.

David's expertise extends to Evaluation, Feasibility and Strategic Planning and Business Process and Organizational Improvement. Through the use of key interviews, stakeholder forums, questionnaires, analyses of work processes and a review of external relations, David has assisted clients by making recommendations for restructuring and developing procedural guides for on-the-job training. His expertise finds application in a variety of health care sectors, from emergency medical services to rehabilitation centres.

Dr. Edith Wambayi
Health Promotion and Research Specialist

Edith holds a PhD and MSc. in Medical Sciences, a Bachelor’s degree in Education and a Diploma in Community-Based Program Planning and Management. She has provided national and international research and community education and support services to hospitals, organizations, and individuals.

In Kenya, Edith worked for over 20 years as a Research Scientist and Community Health Educator with the Ministry of Health. She has led teams in countrywide disease surveillance of major tropical diseases like malaria and intestinal parasites. She has worked as a Researcher at St. Michael’s Hospital in Toronto and has conducted community-based research on HIV/AIDS among Toronto’s African and Caribbean communities. Edith has also been contracted to work in Bangladesh as a Surveillance Officer, where she provided technical advice to the Ministry of Health and participated in the Polio Eradication and other vaccine preventable diseases initiatives. She is a member of several provincial and national AIDS service organizations.
